Safety First Framework
Given the inherently physical nature of [embodied AI](/glossary/embodied-ai), the standard prioritizes human safety through mandatory collision detection thresholds, force-limitation requirements, and emergency stop response times. Collaborative robots must now demonstrate < 50N contact force in accidental human encounters, with response latency under 10ms.
Performance Benchmarking
The regulation establishes standardized testing protocols for:

The standard, developed over 18 months with input from 47 companies including Unitree, Agibot, UBTECH, and Galaxy General, will come into effect on July 1, 2026. Manufacturers have a 6-month transition period to achieve compliance before mandatory certification requirements take effect.
